The Asia-Pacific Partnership on Clean Development and Climate (APP) brings together Australia, Peoples Republic of China, India, Japan, Republic of Korea, the United States and Canada to address the challenges of climate change, energy security and air pollution in a way that encourages economic development and reduces poverty. The APP countries represent around half the world’s emissions, energy use, GDP and population, and is an important initiative that engages the key greenhouse gas emitting countries in the Asia Pacific region. Through the APP, business, government and researchers have agreed to work together to focus on the development, deployment and transfer of cleaner, more efficient technologies, which can achieve sustainable economic, social and environmental development. The Australian Government has signed an agreement with the University of New South Wales to provide financial support for a project under the APP entitled: Building Expertise in Solar Energy Engineering.
The project aims to educate and train postgraduate coursework and research students in Photovoltaics Engineering in order to overcome barriers of insufficient expertise in this field and to encourage accelerated uptake of photovoltaics manufacturing and applications in the Asia Pacific region.
The UNSW graduates (PhD and Masters) from this Activity are expected to be key drivers in enhancing expertise in Solar Energy Engineering in APP countries.
Specifically the Activity will:
A. Bring to UNSW, five outstanding engineers or scientists from Peoples Republic of China, India and Republic of Korea, to undertake PhD research training in Photovoltaics and Solar Energy Engineering (program code: 1655) with world leading researchers. These students will have the potential to become technology and business leaders in their home countries, as have previous UNSW alumni. They will share the development of new technologies at UNSW, expand the research activity there, and enhance UNSW’s reputation in the field throughout APP countries. On their return to their home countries, they will promote the research and manufacturing quality and capability in APP nations and form strong intercountry links via alumni networks.
B. Bring to UNSW, eighty engineers or scientists from Peoples Republic of China, India and Republic of Korea to undertake the MEngSc program in Photovoltaics and Solar Energy Engineering (Program Code: 8538, Plan No: SOLAAS8538) at UNSW. It is anticipated that the graduates will become leaders in the manufacturing and application of solar cells and modules in the Asia-Pacific region. They will enhance UNSW’s reputation in the field, strengthening the interest across the APP countries as the focus for photovoltaics education and form a strong alumni network.
Benefits
PhD: The Sponsorship covers full tuition fees for up to 7 standard semesters, or 3.5 years.
Masters by Coursework: The Sponsorship covers 50% of tuition fees for 40 Masters students in 2008 and 40 in 2009. Limited places are available in 2008 and 2009 for sponsorship recipients to undertake UEEC (University English Entry Course) language program at UNSW’s Institute of Languages, the tuition fees of which will be fully covered by the APP Sponsorship.
The PhD and MEngSc sponsorship DOES NOT INCLUDE: Overseas Students Health Cover (OSHC), living expenses, visa charges, air fares or any other costs.

Eligibility
This APP project is intended to offer opportunities to students from APP partner countries China, India and the Republic of Korea, to come to Australia to study at UNSW's School of Photovoltaic and Renewable Energy and Engineering. Applications are open to international students who are citizens of Peoples Republic of China, India and Republic of Korea and are proposing to undertake full-time MEngSci in Photovoltaics and Solar Energy (Program Code 8538, Plan Code: SOLAAS8538) or PhD study (Program Code 1655) in Photovoltaics and Solar Energy at UNSW. Entry to the programs requires a relevant four-year degree in engineering or science.

To be eligible for the APP sponsorship, a student must be an international student who are citizens of the Peoples Republic of China, India and Republic of Korea; and meet international student visa requirements as specified by the DIAC, including the requirement to purchase and maintain a standard OSHC policy approved by the Australian Government Department of Health and Ageing. MEngSc applicants from eligible countries will be automatically considered for the APP Sponsorship when lodging their application online.

PhD applicants from eligible countries, besides lodging their application online, will also need to fill in the Sponsorship Application Form and provide two Referee Reports by using the Referee Report form. Students who already applied for EIPRS and UIPA will be automatically considered for the APP Sponsorship.

Benefits

Tenure
The APP scheme will provide funding for three and half years for a PhD and one and a half years for a Masters by Coursework.
Residency Status
The Graduate Research School (for PhD Students) or Student Central (for MEngSc students) must be notified within 7 days of any change to an award holder's residency status. If the award holder becomes an Australian Permanent Resident or New Zealand citizen the award holder is no longer eligible for APP sponsorship and the award will be terminated immediately.
Other income
Students with APP sponsorship may also hold other forms of sponsorship or scholarship. Award holders must inform the Graduate Research School (for PhD) or Student Central (for MEngSc) of any scholarships/ sponsorship held or awarded during candidature.
Suggestions for potential sources of additional funding
Termination of APP Sponsorship
APP sponsorship will end or be terminated if any of the following should
occur:
• upon submission of the PhD thesis in accordance with the Commonwealth
Guidelines; or
• if the award holder is granted permanent residency status; or
• if the award holder ceases to meet the eligibility requirements;
or
• once the maximum duration of the award has been reached; or
• when the award holder ceases to be a full-time student; or
• if the course of study is not being carried out with competence
and diligence or in accordance with the offer of the Award; or
• if the award holder has failed to maintain satisfactory academic
progress; or
• if the award holder has committed serious misconduct, including,
but not limited to the provision of false or misleading information.
Obligations of Award Holders
The sponsorship is not transferable. Students, who are granted the sponsorship, must enrol in MEngSc in Photovoltaics and Solar Energy or undertake PhD studies at the School of Photovoltaic and Renewable Energy Engineering.
Renewal
Renewal of the Award each year will be subject to confirmation
that progress has been satisfactory as per UNSW regulations.
